Three unnamed sources told Reuters that Northrop Grumman is interested in helping Japan build a replacement for the F-2 fighter.

Northrop has already responded to Japanese requests for information and held preliminary talks with Japanese defense industry officials, one of the sources said.

The company has provided Japan with a menu of technologies it could contribute to the next-generation F-3 fighter project, but no specific offers have been made to Japan, the source said.
Notably, the company's offering will compete with Lockheed Martin's offerings, which include its F-35 Lightning II and F-22 Raptor hybrid stealth design. The YF-22 won the lucrative US Advanced Tactical Fighter (ATF) contract in 1991, beating Northrop's YF-23 Black Widow Demonstrator.
However, Northrop Grumman and Lockheed Martin need US government approval to offer sensitive aircraft technology to Japan.
The F-22 is restricted for export and is only used by the United States Air Force (USAF). But Japan has ordered 42 F-35s and plans to increase that order, including the purchase of vertical take-off and landing (VTOL) versions suitable for aircraft carrier operations.

The Japan Air Self-Defense Force (JASDF) currently flies the F-15J, based on the Boeing F-15; and the F-2, based on the Lockheed Martin F-16. Both projects are decades old.

In addition to offers from Lockheed and Northrop Grumman, Japan is expecting a response from Boeing, which makes the F/A-18 Super Hornet, and BAE Systems, which is part of a consortium building the Eurofighter Typhoon.

In 1981, the Pentagon launched the Advanced Tactical Fighter (ATF) competition to find a next-generation stealth fighter that would not only be less visible on radar, but could also defeat the new Soviet Su-27 Flanker and MiG-29 Fulcrum fighters. Dogfight This was a huge leap, as the only stealth aircraft ever developed, the F-117 Nighthawk, had no air-to-air weapons or supersonic flight capability. The Air Force also wanted the ATF to be capable of supercruise, sustained supersonic flight without the use of fuel-consuming afterburners—a challenge that often proved an Achilles heel when jet engine fan blades tried to reduce radar cross section.
By 1986, competitors for the ATF program were narrowed down to Lockheed-Martin and Northrop, who were directed to produce YF-22 and YF-23 prototypes of their respective designs to face competition four years later. By then, both companies had some experience in stealth aircraft design, with Lockheed involved in the F-117 and Northrop in the latter's B-2 stealth bomber. Northrop also retained McDonnell-Douglas as a subcontractor.
Lockheed's YF-22 looked impressive, but the YF-23, called the Black Widow II, was truly superhuman, with diamond-shaped wings and the ultra-thin side profile of the SR-71 Blackbird spy plane. Two large aft fins were attached at a 50 degree angle above the wing and rotated by a fly-by-wire system to induce yaw, roll and pitch.
Northrop built two prototypes: the dark gray PAV-1 "Spider" (initially, it also had Black Widow's trademark red watch on its belly), which first flew in June 1990, and the gray PAV-2 of course "Grey Ghost". In that October sky. While the former used the same Pratt & Whitney F119 turbofan as the Raptor, the latter used a General Electric YF120 variable cycle engine that could switch between turbojet and turbofan modes for better low- and high-speed performance, respectively. The engine intakes used S-Ducts to reduce the radar cross-section, while the heat signature was reduced by channeling the heat-absorbing shingle exhaust wells.

The YF-23 prototypes were tested for 65 flight hours. Both had a launch pod and a weapons bay that could accommodate four long-range AIM-120 missiles. Production aircraft also included a compartment to carry a single 20 mm Vulcan cannon and two additional short-range Sidewinder missiles. The YF-22 and YF-23 prototypes did not include avionics, such as key systems like radar.
However, the YF-23 lacked a key Raptor feature: heavy thrust-vectoring engines that could swivel horizontally to help execute tight maneuvers at low speeds.
